Top Executive WSH Programme (TEWP) Course

What is Top Executive WSH Programme (TEWP)?

As of April 1, 2024, the bizSAFE Level 1 course has been replaced by the Top Executive WSH Programme (TEWP). This 3-hour workshop is designed for CEOs and top management, focusing on the legal obligations under the Workplace Safety and Health (WSH) Act and its subsidiary legislations. It emphasizes the responsibilities of senior management to safeguard the well-being of employees, visitors, and contractors.

As of March 1, 2024, TEWP has become mandatory for at least one top executive — such as the CEO or a Board Director responsible for Workplace Safety and Health (WSH) — in companies operating within the Construction, Manufacturing, Marine, and Transport & Storage sectors. This initiative aims to ensure that corporate leaders are well-versed in their WSH responsibilities and are equipped to enhance their organization's safety capabilities.


Who does it apply to

The TEWP requirement applies to companies that:

  • Engage in high-risk industries as classified under specific Singapore Standard Industrial Classification (SSIC) codes:
    Construction: SSIC codes 41-43
    Manufacturing: SSIC codes 10-32 (excluding 301)
    Marine: SSIC codes 301, 52252, 52225
    Transport & Storage: SSIC codes 49-53 (excluding 52252, 52225)

  • Employ work pass holders in the Construction, Manufacturing, Marine shipyard, or Process sectors, as declared to the Ministry of Manpower (MOM).

  • Where to get help to build WSH capabilities

Maintaining Compliance

In the event if the top executive that attended the TEWP has left, companies in the high-risk sectors are given a grace period of three months from the time when the top executive leaves the company to send their new CEO or another Board Director for the TEWP. This is to ensure every company has at least one senior corporate officer responsible for WSH and has the know-how to develop their company’s WSH capabilities.
