The bizSAFE programme is a progressive five-level framework developed by the Workplace Safety and Health Council (WSHC) to help companies build and strengthen their workplace safety and health (WSH) capabilities. Each level focuses on a different aspect of WSH development - from top management commitment to full WSH management system implementation and certification.

It provides a step-by-step approach to:

• Improve risk management
• Develop a WSH management system
• Enhance overall workplace safety culture

Objective:
To equip top management with an understanding of their legal and leadership responsibilities in workplace safety and health.

Key Requirement:

• The company’s top executive (e.g., CEO, Managing Director, Owner) must attend the Top Executive WSH Programme (TEWP) – which will be conducted as a 3-hour training programme (in-person or online).
• It is a legal requirement for the CEO or Board Director of companies in higher-risk sectors to complete the Top Executive WSH Programme.

Outcome:
Upon successful course completion, participant can use the Certificate of Completion to apply for bizSAFE Level 1. Upon approval, the company will be issued a bizSAFE Level 1 company certificate, valid for 6 months.

Objective:
To develop internal competency in risk management within the company.

Key Requirement:
Appoint a staff member as the Risk Management (RM) Champion, who must complete the WSQ course: “Develop a Risk Management Implementation Plan.”

Outcome:
Upon successful course completion, participant can use the course Statement of Attainment to apply for bizSAFE Level 2, and will be issued a bizSAFE Level 2 company certificate, valid for 6 months.

Objective:
To demonstrate that the company has implemented a full risk management system in accordance with the WSH (Risk Management) Regulations.

Key Requirement:
Engage an MOM-approved WSH auditor to conduct a Risk Management audit of your workplace.

Outcome:
Upon passing the audit and approval of the application, the company will be awarded a bizSAFE Level 3 certificate, valid for 3 years.

Objective:
To establish and maintain a structured WSH Management System (WSHMS) within the organisation.

Key Requirement:

• Nominate key personnel to complete the WSQ course: “Develop a WSH Management System Implementation Plan.”
• Develop and implement a formal WSHMS aligned with national safety standards.

Outcome:
Upon passing the audit and approval of the application, the company receives a bizSAFE Level 4 certificate, valid for 3 years.

Objective:
To achieve the highest level of WSH performance and recognition through third-party certification.

Key Requirement:
Obtain and maintain a WSH-related certification such as:

• SS651
• ISO 45001 or an equivalent recognised certification

Outcome:
The company achieves bizSAFE STAR status. Its validity is tied to the validity of the external certification.

Any company registered in Singapore with a valid UEN (Unique Entity Number) can apply for bizSAFE.

It usually takes around 1 to 1.5 months to complete all levels depending on the company’s readiness and audit schedule. After submission, the WSH Council takes about 10 working days to process and issue the bizSAFE certificate.

• Enhances corporate reputation and eligibility for certain tenders.
• Reduces workplace risks and potential accidents.
• Builds confidence among clients and employees.

The company’s top executive (e.g., CEO, Director, Managing Partner) must attend the Top Executive WSH Programme (TEWP). This course replaces the previous bizSAFE Level 1 course.

The bizSAFE Level 2 course should be attended by the person leading the company’s Risk Management (RM) team. This individual can be a Manager, Engineer, Supervisor or an Executive or any staff member familiar with the company’s operations.

This course is recommended for WSH officers, managers, or team leads tasked with implementing or upgrading the company’s safety and health management system.

For bizSAFE 3, attend bizSAFE Level 1 (TEWP) and bizSAFE Level 2.
For bizSAFE 4, attend bizSAFE Level 1 (TEWP), bizSAFE Level 2, and bizSAFE Level 4.

• Level 1 & Level 2 (company status): 6 months from approval.
• Level 3 & Level 4 (company status): 3 years from approval.
  

For SMEs: Up to 70% SSG subsidy, plus SFEC (up to 90% of out-of-pocket cost) and Absentee Payroll claim.
For Non-SMEs / Individuals: Up to 50% SSG subsidy, SkillsFuture Credit for Singaporeans aged 25 & above, and SFEC for eligible employers.

• Possess a Risk Management Implementation Audit Report, conducted by an Accredited Auditing Organisation (report issued to the company’s name) or hold a valid bizSAFE Level 3 certificate
• Have a staff member complete the WSQ “Develop a WSH Management System Implementation Plan” (bizSAFE Level 4 course)

• The company’s top management has completed bizSAFE Level 1, and
• The company has nominated a staff member who successfully completes the bizSAFE Level 2 course.

• The bizSAFE Level 4 course certificate (WSQ Statement of Attainment) is issued to the individual participant who has completed the WSQ “Develop a WSH Management System Implementation Plan” course.
• The company’s bizSAFE Level 4 certificate is issued to the organisation by the WSH Council, after it has a valid Risk Management Audit Report or bizSAFE Level 3 status

1. Update your Risk Management (RM) documents and ensure all safety practices are implemented.
2. Engage a MOM-approved Auditing Organisation to conduct a new Risk Management Audit (for Level 3 and above).
3. Submit your renewal application through the WSH Council bizSAFE e-Services Portal before your certificate expires.
